Buy it if your template has no bass in it, or has one you never open because it takes too long to load. Skip it if you need acoustic upright, because the model does not cover that instrument.

The discount is large enough to be the headline and it is not the interesting part. What matters for a composer running a big template is that this instrument computes its sound instead of streaming it, so it occupies around 200 megabytes and loads instantly.
That is a different proposition from a sampled bass, and it is the reason to think about this at all.
What Modelling Buys You
A sampled bass plays back what somebody recorded, so the pickup position, the string age and the plucking hand are decisions that were made before you bought it. MODO generates the sound from a model of the string, the body, the pickups and the player, which turns all of those into controls you move while the loop is running.
For a cue that needs the bass to sit differently in the second half, that is a real capability rather than a preset change. It is also why the download is small: there is nothing to record.
Where It Falls Short
Modelled bass is convincing inside an arrangement and thinner when exposed. The air of a real recording, the room and the small noise of a microphone being present, is the part a model produces rather than captures, and on a naked intro a listener can hear the difference.
There is no acoustic upright either. If your writing needs a double bass, this is not the instrument, and no discount changes that.
